Horace Garnard Kettle was born in London, England in 1906. He came to Canada in 1932, and was appointed Director of Arts and Crafts at Upper Canada College, a position he held from 1932 to 1941.

He was a founding member of the Federation of Canadian Artists in 1941, Founding (National) Executive Secretary, and a Founding Member of the Executive Committee of the group. He was living in Vancouver, B.C., but later moved to Toronto where he worked for Massey-Ferguson.

He exhibited two paintings with the Art Association of Montreal in 1941.
