William Phillips ran a business in Victoria as a commercial engraver, die-sinker, and copper stamper, as noted in Henderson's 1889 Directory. The business was at 122 Yates Street, and his residence was the same.

According to Harper, he was in Winnipeg MB in 1882 and 1890, and in Victoria from 1889 to 1898.
