Phoebe Fuller was an early graduate from the Vancouver School of Decorative and Applied Arts, receiving her diploma in 1930, a member of the school's second graduating class.

She married Frank Chapman Marchbank in Vancouver on September 10, 1932, according to BC Vital Statistics on-line.

In 1936 the Spring 1936 edition of The Smock Pocket, the Vancouver School of Art Graduates' Association newsletter, noted a new arrival: "Philip Marchbank, the year old son of PHOEBE FULLER Marchbank, '30. He was born on April 22nd. 1935."

A Phoebe Mary Marchbank is listed as passing away in Vernon on November 30, 1980 at the age of 72. Although the name is not an exact match, this is likely the artist, as Frank Chapman Marchbank also died in Vernon, on April 27, 1985 at the age of 71.
